On February 2, 2018 the United States Department of State issued an adoption alert for Uganda regarding Uganda’s residency and fostering requirements. In this alert the State Department shared that they have been told by Uganda’s adoption authority, the Ministry of Gender, Labour, and Social Development, that they are working to draft regulations which will further define how the Children’s Amendment Act of July 2016 will be implemented. One of the most critical components of the regulations will be greater specification regarding the requirement that non-Uganda families seeking to adopt from Uganda must physically foster their children in Uganda for 12 months. Families who are considering adopting from Uganda at this time must be able to live in Uganda for 1 year to meet the fostering requirement.
